EC unblocks EUR 91m under PHARE

The European Commission will unblock EUR 91 million under PHARE programme.
The decision marks the considerable efforts of the Bulgarian government to deal
with irregularities and improve financial control over EU funds, EC spokesman
Mark Gray said.
Bulgaria itself gave up projects worth EUR 39 million under PHARE, minister
in finance Simeon Dyankov announced. The decision was made after evaluating all
projects under the programme in the year to July 2008, as was proposed by
Brussels. As much as EUR 19 million was for projects of the ministry of finance
and EUR 20 million of the ministry of regional development and public works. The
accreditation of the PHARE executive agency responsible for the projects was
revoked and Bulgaria lost EUR 260.6 million. A month ago the EC released EUR 63
million of the blocked funds.

The unfreezing of the money shows that the commission accepts the financial
proposals made by us, deputy regional minister Lilyana Pavlova
commented.
